In the Dark Kingdom's lair, Jadeite angrily watches a holographic image of Sailor Moon performing her "Moon Tiara Action" attack. The youma Thetis appears behind him amidst swirling water and says, "I had no idea the great Master Jadeite was having such a hard time with a little girl. I'm so glad that you remember me, Master Jadeite." He remembers that she serves directly under Queen Beryl, and asks what she's doing there. She says that she adores him, but that he always gives her "the cold shoulder." He tells her to leave, but she informs him that she has developed a very efficient way to collect energy, which she calls "Operation Romantic Cruise."

Soon afterwards, there are ads for a romantic cruise all over Juuban. At Usagi's house, she stares in awe at the television, which shows a commercial for the cruise. At school, Naru shows Usagi a poster for the cruise that says it travels from Tokyo to Yokohama, has a passenger capacity of 666, and the total weight of the ship is 28,717 tons. Usagi says she's love to travel on a ship like that, but Naru says it's rumored to be booked for a month in advance already.

Umino walks up and sees the girls looking at the cruise advertisement. He picks up the advertisement and says aloud, "If you spend a night gazing at the scenery from Tokyo to Yokohama on a ship like this, any couple would fall in love, don't you think so?" He imagines himself on the deck of the ship with Usagi, but she says, "If I were with you, that would never happen. I'm sure of it." He asks Usagi if she wanted to get on the ship, and says he wishes he'd known... he had tickets, but he gave them to the lady next door. Usagi asks why, and he says, "Well, we're junior high students, after all. We can't do anything delinquent like going out so late at night!" Naru says he's got a weird sense of ethics.

Umino then tells the girls that there is a raffle going on in the shopping center, where they are giving away tickets for the cruise as prizes. Usagi rushes out the door as fast as she can!

At the Juuban shopping district, posters advertise the raffle: there is one chance for every 5000 yen purchase, and the first prize is an invitation for two on the romantic cruise. Usagi tries her luck ten times, but loses each time, getting only a consolation prize of tissues. Usagi squeezes her way out of the crowd around the booth and sees Rei Hino, who is shopping. Usagi tells her about the cruise, but Rei says she's not interested because she doesn't have time to waste on that kind of stuff.

Nonetheless, Rei goes up to the raffle booth and says that she'd like a turn. She uses her psychic ability in order to win the raffle, and is quite excited about it. Usagi calls her a hypocrite. Later, the two girls sit in the park, and Usagi whines that Rei said she wasn't interested. Rei says that she's not giving the tickets away, and Usagi suggests that they go together. Rei says you're supposed to go on the cruise with your boyfriend, but Usagi reminds her that she doesn't have a boyfriend! The two girls argue, and Ami walks up. Usagi whines that Rei is being really mean.

Rei calls Ami over, and the two leave together. At a cafe a little while later, Rei invites Ami to go on the cruise with her. Ami says that Usagi really wanted to go, but Rei says that a romantic cruise like this wouldn't be for her. She tells Ami that she should observe different things like this to broaden her horizons, and says that she's looking for a wonderful boyfriend like Tuxedo Kamen. Ami finally accepts the invitation.

Usagi listens to the two girls from behind a plant in the cafe, and says that she'll never give up trying to go on the cruise! Luna sighs and says, "I wish she would be this proactive in other areas."

Later, when all of the passengers are boarding the ship, Usagi and Luna go to the dock. Usagi says that they're going to sneak on board the ship, and that she's going to use her disguise pen to do so, much to Luna's dismay. She uses the pen to transform into a "beautiful camera woman." She then hides Luna in her camera case and runs towards to ship and sneaks on board.

On the deck of the ship, Jadeite and Thetis (who are dressed like crew members) talk. Jadeite says, "You're amazing, Thetis. No one will suspect that this is actually a wrecked ship that is built out of your evil powers." Thetis laughs and replies, "With my evil powers, this is easy to do." Talking to no one in particular, Jadeite says, "Well, I hope you all find love, you fools!"

The ship leaves the port. Rei and Ami unsteadily walk on deck, saying, "This ship is so shaky! How come everyone looks so happy?" Ami says it looks like they're the only girls who came together. Rei said that she knew it was a ship for lovers, but she didn't expect everyone to be a couple. Ami laughs and says it looks like they won't be finding any boyfriends.

Usagi sneaks into a room below deck and speculates that it might be the engine room, but Luna says it can't be, because engine rooms aren't so quiet. Luna hops out of the camera case and over to the window, while Usagi takes out a camera. Usagi suggests that perhaps the engine has stopped, but Luna says that something must be wrong; the ship is moving at full speed. In her typical fashion, Usagi is optimistic and says that Luna worries too much; maybe they have some new state-of-the-art engine.

As Usagi looks through the lense of the camera, a figure suddenly approaches and asks what she's doing there. Luna quickly hops back into the camera case.

[ Commercial Break ]

Jadeite, who is dressed as the captain of the ship, asks Usagi if she is a reporter and tells her that she is not allowed in the area. She thinks that he is very handsome, but Luna is terrified; she senses an evil aura coming from him. Captain Jadeite says that the area is dangerous, and Usagi says that she just got separated from the rest of her staff. She flirts with him and asks if he'll help her find them. He is uncomfortable and thinks that something about this girl makes him feel strange; she, on the other hand, thinks that she's lucky to have found a gorgeous guy.

Ami and Rei stand on the deck of the ship looking into the water. Rei thinks that since there are so many couples on the ship, some of them are bound to break up, and they can catch the single guys. Ami sighs and says that she should have stayed home and studied instead.

Captain Jadeite and Usagi walk out of the engine room, Usagi holding onto his arm. He tells her that he'd love to announce on the intercom that she's looking for her staff, but he doesn't want to break the passengers' romantic mood. She cuddles closer to his arm, and he feels even more strangely than before. Thetis walks up in a crew outfit and says, "Captain, it's almost time." He leaves as quickly as possible, and Luna pops out of the camera case to tell Usagi that they need to investigate; the ship is full of a youma's aura.

In the Captain's cabin of the ship, Jadeite and Thetis look at a glowing green globe. Inside the globe, the two can see images of the passengers on the ship. Thetis says the love energy has almost reached its peak, and when it does, she will collect energy from all of the passengers at once. She then asks Jadeite what he thinks of her plan, but he says that he'll congratulate her when she's succeeded. She says that she's 99% sure that it will succeed, and that when it does, she hopes he'll pay a little more attention to her.

Meanwhile, Usagi and Luna look on from the window of the cabin. Luna says they've got to be monsters, but Usagi argues that they can't be because the captain is so handsome! When they look back inside, Jadite and Thetis are gone. Luna says that they must act quickly.

Inside the ship's dining area, Rei gobbles down her food very quickly and loudly. Several passengers stare at her, much to Ami's embarrassment. Ami asks Rei to eat more slowly, but Rei says that if she can't find a boyfriend, she's going to eat all she wants! A voice over the ship's intercom announces, "Laides and gentlemen, please gather in the reception hall. We will be putting on a special show for you." Ami and Rei decide to go. Usagi and Luna also heard the announcement, and make their way to the reception hall.

Inside the reception hall, a large crowd has gathered. Crew members close the doors, and Jadeite and Thetis appear on stage to welcome everyone. Thetis says that they will now show the most romantic show anyone has ever seen.... she then transforms into her youma form, and a large disco ball high above the room begins to spin. Everyone is impressed, but Rei and Ami immediately see that Thetis is a monster. Thetis laughs and says, "You shall keep dreaming even after you go to hell!"

The disco ball begins to draw out everyone's energy, but Rei and Ami are left standing. Jadeite transforms into his normal form, and the girls immediately recognize him. Jadeite says to Thetis, "A terrible miscalculation, Thetis. You only stole the energy of love. Your trick does not work on these girls who are not in love." Thetis demands to know why they didn't come onto the ship with boys, and Rei says that it's none of her business. Thetis then tells the "crew members" to get rid of the girls.

The crew members are actually monsters in disguse; when they lose the disguise, they appear to be darkly-colored gelatinous men. Rei attacks one with a chair, splitting it in half... but the two halves quickly regroup into two separate monsters. Ami says that they can't transform now, because they'll be giving away their identities. They stand back-to-back and are surrounded by the monsters.

Jadeite laughs and says that they are only delaying the inevitable. Thetis directs his attention to the glowing disco ball and says that although she miscalculated slightly, she has still collected a large amount of energy; Queen Beryl will be please.

Usagi and Luna race down the hall and Usagi transforms into Sailor Moon with "Moon Prism Power, Make Up!" She then bursts into the reception hall and introduces herself. Thetis flies towards her and grabs her neck, then the two fall through a large window behind Sailor Moon. Sailor Moon land on her feet on the deck, while Thetis stands on the railing. The youma raises her hands high above her head, causing water spouts to shoot up from the water. She then uses them to blast Sailor Moon.

Back in the reception hall, Sailor Mars and Sailor Mercury have transformed. Sailor Mars uses her "Fire Soul" attack to destroy the gelatinous monsters, then says that they have to pay back Thetis for humiliating them.

Outside, Thetis continues to attack Sailor Moon, but Sailor Mercury appears and uses her "Sabão Spray" attack to disorient the youma. Sailor Mars then uses her "Fire Soul" attack on Thetis to further incapacitate her. Sailor Moon quickly uses "Moon Tiara Action" to destroy her. Once she is destroyed, the swirling seas return to normal. Jadeite leaps onto the deck in front of them and says that he underestimated them before, but now they seem more powerful. The girls tell him to prepare himself for battle, but he says that it won't be the last they see of him, then disappears into the air.

Jadeite teleports himself back to the Dark Kingdom's lair, and is immediately confronted by Queen Beryl. The queen says, "You used by precious subordinate, the youma Thetis, without my permission and allowed her to die!" Jadeite argues that it is a misunderstanding; it was originally Thetis's idea. Queen Beryl says that she will listen to his excuses at the palace, but that she'll see that he pays for this. She disappears and he curses Sailor Moon.

Meanwhile, the ship returns to its normal form as a disaster, and the passengers begin to awaken. A coast guard ship soon approaches and helps passengers get off the ship. Usagi is disappointed that the romantic cruise is ruined, but Rei says that she's not giving up; if she ever has another chance, she'll come with a boyfriend. The two girls begin to argue, and Ami takes out a book to study.
