Chibi-Chibi (Or Chibi Chibi Moon) is the Star Seed of the Good Galaxia.
She's literally the "Light of Hope." Galaxia sends her Star Seed far away to keep it safe.
Chibi Chibi lands on Earth, in Tokyo, at a park where Usagi is. The little girl somehow brainwashes
Usagi's family into  believing that she is Usagi's sister. The Inner senshi believe that Chibi-Chibi is the Usagi's or even Chibi-Usa's daughter,but Sailor Pluto tells them
that Chibi-Usa is Usagi's only child.
Throughout the series Chibi-Chibi is protected by the Inner Senshi.
Often she is seen with an insense burner where Princess Kakyuu is hiding. Chibi-Chibi is in fact a Sailor Senshi
(Though none of her powers are shown) she powers up Sailor Moon into her final attack
(Silver Moon Crystal Power Kiss) 

Towards the last two episodes of the series, Chibi Chibi is there to help the Inner Senshi find a way into Galaxia lair. Chibi Chibi Moon saves Usagi's Starseed and transforms into the true Light of Hope(Which turns out to be a sword that can reseal Chaos,) but would kill Galaxia. Sailor Moon refuses to use it, and it is destroyed by Galaxia (killing Chibi-Chibi)When Galaxia is free, Chibi Chibi leads Mamoru back to Usagi and then dissapears.
